Housing Services
Helen Marshall Manor Supportive Housing Services
In February 2024, Elmcor launched its Housing Services program with the opening of the Helen M. Marshall Manor, a state-of-the-art, 30-unit apartment building that provides affordable and supportive housing, including 21 units for people recovering from substance misuse and/or mental health issues and 9 units for older adults experiencing unstable housing situations. The program offers the following services:
- Case Management
- Chronic Disease Self-Management
- Medication Management Support
- Mental Health and Substance Use Counseling
- Educational and Vocational Counseling
- Recreational Activities
- Nutritional and Wellness Workshops
- Community-based Medical Referrals
- Supportive Services

Sanctuary Family Shelter Services
Supported by the New York City Department of Homeless Services (DHS), Elmcor has assumed operations of New Arrivals shelters in Queens (Jamaica and Long Island City) as the next step in its journey to increase the organization’s footprint within the housing arena. The agency provides culturally sensitive case management and social services to homeless immigrant and asylum-seeking families entering New York City. Additionally, the organization provides the case management and social service delivery requirements for the facilities. The services provided include:
- Physical/Mental Health Triage Services and Referrals
- Case Management Services and Referrals
- Vocational/Educational/Employment Referrals
- Housing Support Services
- Recreational Activities
