Garfield Bruff serves as the Vice President of Operations and Housing Development at Elmcor. In this pivotal role, he leads the Mixed-Use/Supportive/Affordable Housing Program, ensuring that Elmcor’s initiatives provide essential housing opportunities for low-income individuals and those needing additional support. His leadership is key in driving the start-up, development, and ongoing operations of Elmcor’s facilities.

Garfield’s expertise is broad and comprehensive, encompassing various aspects of real estate development. His work includes multifamily development-centric projects, investment analysis, and construction. He has successfully managed preconstruction events, project delivery, new build, land development, tenant fit-outs, and adaptive reuse. His experience with conventional, private, and municipal partnerships highlights his versatile skill set in real estate development and operational management.

A graduate of the University of Massachusetts at Amherst and a U.S. Army veteran, Garfield brings a wealth of experience to his role. His professional journey spans more than 20 years in the field of development and construction management. Throughout his career, he has demonstrated a deep commitment to creating and managing housing solutions catering to diverse needs.
